Project Overview
The mother CNG station involves installation of Four (4) CNGV dispensers, three (3) CNG Tube Trailer loading gantry, 1200KW Gas Engine, 3 CNG Compressors, Cascade Storage, Filtering & Metering skid, Construction of Workshop for converting fuel vehicle to CNGV, Two Office buildings, TANESCO Power tie-in, Rigid pavements, Landscaping, drainage system, Fence Walls and Procurement of Nine (9) CNG Tube Trailers.
Location and Pipeline Route
The mother CNG station is located at the University of Dar es Salaam, along Sam Nujoma road with dispensers for dispensing CNG to the CNGV as well as CNG loading gantry for filling CNG to the tube trailers. The natural gas to the station is tapped from the existing TPDC Ubungo Mikocheni medium pressure gas pipeline and compressing it into CNG. The station has a compression capacity of up to 4.2 mmscfd, able to fill minimum 1,200 vehicles per day.
Upon handing over the site to the Contractor, the site preliminary activities commenced while also the contractor continued to review and update the engineering design documents to the Approved for Construction (AFC) level. The process was successfully concluded allowing the commencement of site construction activities and confirmation of equipment purchase order by the Contractor in May 2024.
The testing and commissioning of the station commenced in April 2025 following the completion of critical civil and mechanical works to allow for undertaking the hot commissioning of the equipment at the station. Following the successful testing and commissioning, on 9th May 2025 the station was officially inaugurated by Deputy Minister for Energy Honorable Judith Kapinga.
Since then, the station has been operating, able to fill CNG at an average of 780 vehicles and 890 three wheelers per day

On this date, TPDC formally handed over the project site to the Contractor M/s Sinoma East Africa Company Limited in association with Sinoma International Engineering Company Limited. The handover granted the contractor full access to the site, allowing them to begin collecting essential technical data, carrying out detailed site investigations, and initiating aspects of the engineering design. The handover represented a critical step in transitioning the project from contractual formalization to physical readiness, ensuring that once detailed design, procurement and mobilization were complete, site works during construction could progress smoothly and without delays.
Contract No. PA/031/221-22/W/09 for Engineering, Procurement, Construction, Installation, Testing and Commissioning of Compressed Natural Gas (CNG) Mother Station with CNG Refueling dispensers and Supply of CNG Virtual Pipeline Skids and Trailers was signed on 23rd May 2023 between TPDC and Sinoma East Africa Company Limited in association with Sinoma International Engineering Company Limited. The signing of this agreement legally committed both parties to a defined scope of work that included the review of engineering documents and updating them to the level of Approved for Construction (AFC), procurement of all materials and equipment, construction, installation testing and commissioning of the project
Following a successful completion of Design and preparation of Tender documents in October 2020, the procurement process of a contractor for Construction of CNG project was commenced in March 2021. But the process was not successful, led to the re-advertisement of the tender that was successfully concluded after receiving the responsive bids leading to the signing of Contract on 23rd May 2023 with the successful bidder (Contractor).
On 12th September 2019, EPCM Consultants SA (Pty) Limited in association with Aqgola Engineering & Management Services (Consultants) were awarded a contract to undertake Detailed Engineering Design, Environmental & Social Impact Assessment (ESIA) studies and supervision of construction works of the proposed CNG project under Contract No. PA/031/2018-19/C/32. The consultancy works for Detailed Engineering Design (DED) phase and ESIA studies commenced on 06th January 2020 and were successfully completed and approved on 20th October 2020.
