The project involves construction of natural gas distribution network to connect 980 households, 529 households in Mkuranga – Pwani region and 451 households in Mnazi Mmoja – Lindi region. The pipeline network will have a total length of 57.85km whereby 30.39km in Lindi and 27.46km in Mkuranga, Pwani.
The natural gas tapping point at Mkuranga is at a pressure of 7bar from the existing natural gas infrastructure whereas the PRMS will be installed (after road crossing) to reduce the pressure to 75mbar. The tapping point at Mnazi Mmoja is at a pressure of 75mbar. Natural gas will be supplied to the customer (household) and one primary school kitchen at a pressure of 21mbar and 75mbar.
Construction activities started on 3rd March 2025 and are expected to be completed by 20th December 2025. In Lindi, the construction progress is at 99% completion, with only one household customer pending commissioning. In Mkuranga, construction. activities are still ongoing and expected to be completed in 20th December
The constructional approval from EWURA was granted on February 2025, followed by site mobilization and the commencement of construction activities at the Lindi site by 3rd March 2025.
July 2024, the EPC (contractor) submitted Designs Drawings, Materials, Method Statements for construction for review and approval. The documents were approved on October 2024. This was followed by acquisition of permits for utilization of wayleave to different project stakeholders which includes, TARURA, TANROADS and municipal councils (Lindi and Pwani), so as to be able to apply for construction approval from EWURA.

On this date, TPDC formally handed over the project site to the LOOTAH BC GAS LLC in line with contractual requirements. The handover granted the contractor full access to the site, allowing them to carry out Detailed Engineering. The handover represented a critical step in transitioning the project from contractual formalization to physical readiness, ensuring that once detailed design, procurement and mobilization were complete, site works during construction could progress smoothly and without delays.
On 13th June 2024, TPDC officially entered into an Engineering, Procurement, and Construction (EPC) contract with the LOOTAH BC GAS LLC. Signing of this agreement legally committed both parties to a defined scope of work that included detailed design, procurement of all materials, and execution of construction activities for the Construction Natural Gas Distribution Network to Lindi and Pwani.
The procurement process for selecting the Engineering, Procurement, and Construction (EPC) contractor was initiated on 22nd August 2023 through NeST and was advertised on 17th November 2023, when invitations to tender were issued to one (1) shortlisted firm. The bid was nonresponsive due to minimum financial requirement for cash and Debt ratios. So tender was re advertise in 7th February 2024 and opened on 26th February 2024, when invitations to tender were issued to two (2) shortlisted firm. followed by a detailed technical and financial evaluation of the submissions. On 29th April 20254, the TPDC Board of Directors approved the outcome of this evaluation, endorsing the selected consortium.
In 2023, TPDC undertook a survey within the existing natural gas infrastructure aiming at connecting households in Mkuranga and Lindi.
